Not for me,
I don't bother with prelims.
At 24 months I have mine done by a vet who knows how.
OFA has never been a problem and I trust it at this age.
The dog doesn't really stop maturing until three but at two the bones have pretty much done all the forming they are going to do.
Pick the right time to have the X-rays done as well..   not in or around a cycle for females.

As for your second question, once the A stamp is issued by the SV, it is the rating for life.  OFA has a differnt standard for looking at the hips, more views and a more "honest" interpritation, in some opinions.  Then there is the Penn hip evaluation, also required the dog to be 24 months old.  My vet recommends this to all breeders and beleives it is the definative evaluation of the hips.

Now for the kicker, the SV will want their "a" stamp for the KKl rating as they do not honor the OFA or Penn Hip evaluations.

The SV consisers their a stamp program to be sufficient to grade the hips for the dogs lifetime  Goes back to how you feel about SV breeding rules and regulations.  If you feel their word is good enough for a hip rating , than 14 months is perfect.  If you are concerned that only requiring one view at such a young age is wrong, wait.

Back one step I would add the expense of having X-rays done is not cheap and I at least like to know I didn't have to redue it over again if somethings not done correctly.

One a new note,
A man I know buys dogs for police K-9 training and used to go to Germany to purchase his dogs.  He takes his own vet because he told me they didn''t like the way the Germans read X-rays.   To this I have no further explaination but the man knows his shit.
There must be something to it.

OFA is acceptable for a KKl rating through the United Schutzhund Club. The DI that you get from PennHip is not a "certification". It is an evaluation comparing the dog to others of it's breed, to be used as a tool by the breeder. On a side note, I had a rott once that had a terrible PennHip score (.83 and .81 Ithink) at 6 months. Specialist recommended TPO. I opted out, and at 24 months he went OFA excellent, no joint changes at four years of age. Sorry, a bit off topic.

Does anyone know of any difference in the way the Germans rate or (interpret) hip x-rays in comparison to the Americans?

Two moons, I would be interested in that myself.  The Germans seem to have lowered their rates of displasia with their system, where we still have a ways to go.  Could be the breeding programs are still better and they are making use of the ZW scores to a greater extent.

So on the breed survey, one should look for OFA scores rather than the "a"?  I always see the "a" and made the assumption it had to be a German determination?  I am used to show lines so this could be the reason for the bad assumption.

Okay, I see the issue, if one wants the breed survey to be recognized in.   Germany, then the German system must be used.  Quote from USA Website:

"USA Breed Warden, Tim Burke announced that the SV has mandated that all dogs born after January 1, 2004 (regardless of country of origin) must have elbows certified by the SV if they want an SV breed survey. They will not accept OFA elbows.

Tim is meeting with the SV office the first week of March to establish procedures so the USA office can assist members in obtaining SV elbow certification similar to the USA “a” stamp program.

We do not have this requirement yet for USA breed surveys. The Breed Advisory Committee will take this under advisement after the Sieger show to discuss if we want to implement this rule for USA breed surveys. "

So confusing!!!!!!!!
