For what it's worth, probably nothing and consider it heresay. I talked to a retired officer from one of the counties in MD where the one of the dogs discussed here were shot.

I was told it's a matter of policy. If an officer feels the presence of an animal poses a threat. The policy is to neutralize the threat as it's not worth taking any chance the officer may be harmed.
