I wish you all the best with your dogs, and pray that the economy will turn around soon, so you don't have to give them up.

You do it humanely, but you do whats best for the animal.
Giving an animal to a shelter is not best for the animal.
Dumping one is a sin.
If you can't realize life and death go together well thats that.
Its just that simple.

The term responsible breeder implies someone who has carefully and thoughtfully bred two dogs with the best possible temperament (for a gsd!) and conformation; a dog that anyone wanting a well bred shepherd would want to have. Someone who is willing to be responsible for that life.
Yes, death does come after life, but not usually at 3 months of age. So it isn't that simple at all.
Dumping is a sin? I thought you didn't believe in sins.
To me the sin is bringing life into the world irresponsibly than taking that life, far earlier than nature intended.

But I will also say if I were not fully prepared to care for any pups late to sell I would not have bred the litter.

I would have nightmares if a healthy pup I helped bring into this world was PTS for lack of a buyer. Determination would make this a moot option, I wouldn't give up till the pup had a good home, any price necessarily adjusted for the right person.

Hey, I have an idea. How about people stop breeding crappy dogs that no one wants and selling them for $500-750?
Breed EXCELLENT dogs and you will generally find they go to excellent homes (there are always unforseen circumstances and exceptions). Breed mediocre mutts and that's the kind of home they end up in...either that or a shelter.
Yeah, yeah, it's the economy. Guess what; people who need working dogs need them whether the economy is bad or not.
Waiting lists DO happen if you are breeding high enough quality dogs. I have 7 week old pups on the ground, ready to go home Saturday, and I have 4 people who want pups from her next litter that missed out on this one.
