At the same time as sit and down.  I ALWAYS teach my puppies to stand as puppies.  Otherwise they only have 2 of the 3 basic positions, and later in life when you are trying to teach it they don't seem to pick it up as well.

I teach it early as well, but I wonder how many are hesitant to practice the stand in the In-Motion exercises. I do it mainly when I'm working on speed in the sit/down for the toy/food.

Being that its my first GSD, I was given advice to leave the stand exercise till after the BH.  Its like one less command for the dog (apart from sit and down) to make a mistake in the motion exercise (if you see what I mean).

Personally, I would teach the stand exercise earlier if I do get a chance with another dog.

I teach my dog the FR change of positions before I ever teach motion exercises.  That teaches them the concept of taking a position, without moving forward.  It also teaches them to take the position at my side, since in the upper levels you can start in any position.  I also do a lot of "freeze and take position" games when we are just out in the yard, while they are running around I'll call out a position, the faster they take it, the faster they get rewarded.  Once they have these skills the motion exercises for Sch seem to pretty much "click" for us.

As far as when to work the specific positions in a motion exercise, I still like to do all 3 and just randomly mix things up.  I don't like anticipation, and my dogs seem to pattern REALLY fast if I do things more than once or twice in a row, so I'm always mixing things up.

Forgive my ignorance, what's a FR change of positions?

FR = French Ring

The change of positions is an exercise where you leave your dog, walk 18m (about 60 feet) away, and then are given 6 positions the dog must take, without moving forward.  For example the dog might be left in a sit, you walk 18m away and turn around, then someone behind you whispers the position to you and you have to tell the dog to stand, down, sit, down, stand, sit.  The start position and order of the following positions changes from trial to trial.

Thanks StephanieJ and malndobe for showing the video link and explaining.

OK I do practise these commands with my dog when I'm out in the park with hand signals and voice.   She tends to move forward for each command lol.  I guess there is a way to train for a fixed position.  Is it by using a box with 3 edges and having the dog to stand within it?

I teach the stand when teaching a pup to stand still for grooming...it has never failed me. Motion comes much later!
