Thanks for responses.  I thought of another possible... if I ever track in severe wind, I will ask the judge what to do if the article blows off the track.  I also thought maybe I could have looked for a depression in the ground, or area of no grass, to place the article.

Sandy  Tracking is a science  in the case of a wind storm  as long as your dog is scenting and working the track the dog will not pull points ,
However in your case and I'm guessing you have not trialed much when your dog downed and indicated the tracking article I'm sure the judge
was not far behind you maybe fifty feet  youcan raise your arm as though she had indicated the article however you should have notified the judge that
due to the wind conditions your article had blown off the track to the right and shown him  the location the judge can see if the dog is consistant in
the tracking line course.  you lost the 10 points because you did not turn in two articles at the end of your track.  the DOG cannot leave the track
but YOU can syay your dog and retrieve the article after you have told the judge that environment conditions have altered article placement.
You can request a new track but from what you are telling me it's 10 points for each article  had you told the judge the article had been blown to the
side you may have only lost 2-4 points for handler help in retrieving the article to the right.
When laying your track do a heel dig to set your article in but your dog must be a good tracker get better articles made  I'm guessing you used a flat piece of leather.
it sounds like you would have had a 98  but 88 considering your issue was not bad  you are the tracker it's your responsibility to tell the judge if their is a
problem and yes under the conditions you could have requested a new track.

Thanks for the great advice.  I hope to never track again in such high winds.  It was a piece of leather.  I did tell the judge about the article off the track; but, the winds were high, tornadoes all over the state being predicted, and they wanted to get the trial over with as quickly as possible, and I settled for losing the 10 points, rather than requesting a retrack.  She is a good tracker, and we will get the scores she deserves in the future.  Thanks for your good wishes for our future trials.
