Dogs can only work,at the jobs they are trained for.
Not all great dogs fall into the hands of great trainers...that is not the dogs fault it did not become a top competition dog.
Now I notice you mention T Floyd as a top kennel, if I am not mistaken, he had two Bomber. Dogs as his competition dogs, I also have a Bomber pup;
BUT FOR the difference of training, who is to say my girl would not make the US team?
When lookiing to a kennel to buy a dog from, integrity is a very important asset,
You see what happens when people send their money out into the unknown dog world right
I know Spitzenhund should very well be on that list, he has Top Quality dogs, he has a world class trainer working his dogs, and they do work their dogs, not only in sports but actual search and rescue....don't get much more "work" than that.

" You see what happens when people send their money out into the unknown dog world right ..."

The dog world is not "unknown" - people just don´t want to be involved...

Staatsmacht is German, and we do need proof, we want to see the dogs in real, we want to be able to test them, and, if possible, we want "written proof", too.
"Integrity"  - if I am interested in a dog, was able to see the dog in real, checked its health, checked the pedigrees, and I paid for it, it´s mine. End of integrity and responsibility.

A good  breeder, be it working- or showline, is someone who is proud of his own stock, who raised, health checked, trained and titled his dogs ( mostly females ) by himself, who doesn´t use his stud ( if he does even own one ) for every of his bitches only because he´s in his kennel and he doesn´t have to pay stud fees; this breeder does keep one or two puppies out of every litter to continue his line, he is involved in the dog community, be it sport or police, so peole are able to see his dogs.

Susie, but the reality is, most people do not, and cannot fly across the world to check out the dog, or puppy they want. The honesty and integrity of the breeder than becomes pretty relevant.
I had wsnted a Bomber pup for a few years. I had admired the dog since he was still in Germany. I, like most others that wanted a Bomber pup would never have been able to go to Germany to check a puppy out.
When Bomber came here, there were a grest deal of kennels offering Bomber pups, tough decision for someone where to go. FFortunately,  I know what I wanted in a dog.
I found Parrish and taled at lenghth what I wanted, he got me exactly what I asked for, and without going into the details, he went above and beyond what I would have expected from a person virtually unknown to me. THAT counts for a great deal.
Esp how many of these thresds are about unhappy buyers? Sadly , quite a few.
It would be great if everyone could go get their pup, but, like  said, that is not always ffeasible.  I was going to go pick my pup up, not only did Parrish invite me to come hang out, watch some training, meet Bomber and stay for bar-b-q, a few members of their club PM'd me and told me come on down.
And when you talk about buying pregnant import dogs, when you look at most of the top kennels here in the US, their "feature dogs" carry the kennel names of the top German dogs....
Just sayin

" Susie, but the reality is, most people do not, and cannot fly across the world to check out the dog, or puppy they want. "

People don´t need to fly across the world, they only need to look around, become involved, learn... ( You did, but a lot of people don´t ).
You don´t need to buy "overseas",  a famous father doesn´t guarantee a famous puppy.
Let´s be honest, most of us, including me, are looking for a special kind of dog.
My idea of a dog might be not similar to your idea, and not similar to the breeder´s idea, and that´s the main reason why people should meet their next dog in person BEFORE they buy.
You do have all the current bloodlines in the States, you should be able to choose out of this genpool within driving or continental flight distance.

I guess most that are looking for pups out of the top dogs are hoping to achieve similar results,
me, I just want sound dogs with the temperment a German Shepherd should have...not looking for any greatness, lol
I will not sell a pup to anyone that don't come here personally to pick Iit up, that's just me.
Staatsmacht definitely has some awesome dogs, I just checked his website out. He certainly has it going on, fantastic.
The OP asked for what I assumed was personal experience with kennels and asked about what was important to him(her), I threw my 2 cents in with what I know.

We strongly recommended Spitzenhund Kennels. We searched many months looking for a top sport dog and were promised the moon and back by several kennels/breeders, drove many hrs, only to see a dog that we did not expect. My husband and I were very clear on our expectations. After more research we were led to Spitzenhund. We spent a lot of time speaking with Parrish. He took a lot of time going over our needs and wants. The dog we finally purchased is everything we wanted. We are 100% satisfied. The entire purchasing process went very well. His kennel staff is also top quality. We still contact them regularly. The vet, our club and our trainer rave about our dog.

@Kitkat
with your answer you show me that you do not know what you talk about. Now you want start with Bomber because T Floyd have had 2. Sorry when a dog make 150 studs you should find many kids or not???but the truth is there are not so many, you know why?because he can not fix the bad quality of many breeding females.
Bomber is one small part of the breeding, there is a mom and this mom makes the big differnce between good and great.not many peole unerstand that and this people sit still in the same position. try and try and try but never works out for the top leauge.

Do you believe really that one great producing female would leave Germany on a normal way, people would jump on her to keep her in germany. there is only one way to get a great producing breeding female and that are big $$$$$$$$$$.and who want pay that??

like susie have mention, you breed and try to keep girls, train them and if they turn out like you hope you title them and breed again with them and move with your program forward.
i am sure parish is a nice guy and i wish him a lot of success. but you must understand what we talk about.breeding great dogs who make than a impact in the gsd world and not a impact in happy pet owner. take a second and google a few kennel names and see what you find.
i see many happy pet owner at my training and i am happy with them if they can life with the own dog.

Border11 made the thread, Border11 has the right to ask for whatever opinions s/he would like, based on any criteria s/he feels is relevant and I don't understand why this is becoming a heated topic. S/he asked for OPINIONS and clearly explained the criteria s/he was looking for and folks answered in turn, based on their experiences, as Border11 asked for. "Top Ten" can be based on many criteria- not just what one person considers the meaning of "top", hence, the explanation as to the factors that led each person to submit their selections. It's a free forum, I thought, where people can ask any question they feel like asking, and I am just failing miserably at trying to figure out why there is such derision because one person doesn't think Border11's criteria is valid. Frankly, Staatstmacht, I don't see where you have the right to tell people they don't know what they're talking about when all they're talking about is their PERSONAL EXPERIENCE with a breeder they recommend, which is EXACTLY what Border11 asked for.

Many many threads have been posted about "top" kennels in the more typical sense of the word "top"; this thread wasn't intended to be a substitute for those (I don't think). This was just to highlight a few lesser-known breeders that real people here can vouch for from personal experience. As always "best" or "top" are highly subjective, which I think is why Border11 stated several times that s/he was looking for different "best" or "top" criteria.  I didn't respond, even, as it's soooo subjective and I don't want to mention someone and forget to mention another and yada yada yada, and the only person I have PERSONAL buying experience from in this country that I'd recommend is dead, but nonetheless, I think Border11 and everyone who responded is still entitled to post however they wish. JMO.

Actually Border did say that she wants to update the top ten list.  I percieved this as a list of TOP working kennels.  The only way to determine this is through results.  Not the usual I have a nice pet and I love her and if I was a better trainer he could be a top sport dog.  If I had a nickel for every time I heard that..(not trying to take a shot at anyone just saying you dont know if your dog is top quality unless you work it and have it evaluated by people that know what "top" is.)

Kennels I think are top:

VD Heuval K9
Bill Kulla
Staatmacht
Gabor
I like Seqoyahs program too dont know for sure if they have produced top dogs though

Stefan did you say von Gildaf?  Also what do you think of Drago v Patriot and the breedings he is doing at Canine Concepts?  He is using Falk, Sid haus Pixner, and Bomber daughters there.
