is there a reason that GSD puppies (from working line kennels, not that it should make a difference though) born in usa are not tattooed or microchipped?
why do GSD breeders choose not to do this?

My male GSD that I got from an American breeder is microchipped, and so is my female GSD that I got from a Canadian breeder.

unless something has changed, AKC does not require it for registration.

AKC doesn't require much of anything. It is just something that many responsible breeders do. Of course it is an extra cost which some breeders are not willing to invest into their offspring.

In years past the SV required tattoos for registration other European countries followed the practice.  Here in the USA only those who wished to follow the SV way of breeding and wanted their dogs also registered with the SV followed the practice.

When the SV stopped the practice of tattooing and went to chips many followed.

Until the last 3-4 years with the push for all pets to be chipped rarely was it done except those again who were following the SV way.

Still, probably less than 2% still do tattoos as the Peta people do not like it done, and probably less than 30% of all breeders here in the 

US chip. 

Some don't want the dog tracked back to them if something happens with the dog, others don't want to spend the money.   I can't say I would ever buy from a breeder who did not chip.

Due to my past experiences I'm on the fence about this. If the breeder has the puppy chipped, that breeder is usually kept as a point of contact on the chip FOREVER unless the buyer addresses it and fights for their right to get the breeder's contact information taken off the chip. I've known of more that one occasion that this issue resulted in the actual owner losing their dog to the breeder and never seeing it again - since the breeder is a POC on the chip they can easily grab the dog and do what they want with it.

I have fought to get a breeder's contact information off my dogs' microchips. it took a TON of insistence and not giving up but I finally got it done (probably they got sick of me and just did it to shut me up, hey whatever works), as did other buyers from the same breeder. I know one buyer who threatened the kennel club with putting his dog through the surgery to have the chip removed if they wouldn't take the breeder off, which worked in his case. 

So, when I bought a pup from a domestic breeder who didn't microchip I didn't really care much as I didn't have to deal with that issue. 

That said, both my European imports came with chips and I'm the only contact on the chip. Seems that the breeder connection is a NA thing. And it sucks.

I have no way at this point of proving my puppy's identity or even her breed :)
No identification at all, not even AKC registration papers yet.
I have to go on the word of the breeder right?

The UK Kennel Club has never insisted in past years in either form of ID (nor DNA ID test, either). Not just in line with the SV, the British GSD fans (one man, the late Rory Frost, in particular) got the Tattoo scheme going back in the early 80s, nonetheless. And although not everybody in GSDs signed up for it, a lot did; many other breeds took it up, also.  It has proved invaluable over the years in identifying lost or stolen dogs, road casualties, and so on, so it has not been uncommon to find quite a lot of dogs ear tattooed in this country. (As distinct from Court-ordered tattooing of Pits on their inner thigh).Take-up may be less now that the UK Government has passed a law on all dogs now having to be micro-chipped as pups, but our Tattoo Registry is still operating.

Of course, for those GSD people who participate in competition in Germany, it was always very useful to have a tattooed dog !

PS I have never had any difficulty getting microchip details (or registered Tattoo details) changed here, from breeder or previous owners to myself as a new keeper on my rehomed dogs, for a small payment, so it is clearly possible for the chip companies to do. And in my experience the registries tend to keep records of previous information they have changed, so they might still keep e.g. an initial breeder's details even once a chip is registered to the buyer.
