I am currently looking for a young male GSD and am intrigued by some of the dogs in Europe. There seems to be an awful lot of potential dogs coming out of Serbia and Czech Republic. However, I am a little skeptical of some of these breeders. Maybe I am off-base and I hope I am but I need some type of assurance during the transaction that I am not being scammed. I read the generic precautions that are described but I want to know more specifics. I will not do a Western Union, moneygram or bank wire. Is there a way to use Paypal that ensures that the breeder only gets the money if I receive the dog? Is there a way to check the track record of the breeders? And I would love it if anyone has any other suggestions as to how to check the veracity of the breeders. Thank-you in advance.

A couple of years a go, Susie who was a member here said that she traveled to Serbia and while there, she mentioned that she checked out the situation with the dogs and breeders.
She mentioned that it is a very poor country with people struggling to feed their families and while there are a few legit breeders there who care about their dogs and breeding practices, the rest are just struggling to survive.
Does that mean that they get a pass on ripping people off? NO. Does it mean that people here, in the USA should continue to look for bargains in Serbia, buying pregnant dogs for a few hundred dollars and selling them here for thousands? Just like anything else, if the demand for these bargain based "super dogs" did not exist, if breeders in the USA and other countries did not continue hunting for these dogs, the market would dry up, but, certain people cannot understand that if something is too good to be true, it usually is not a good idea to get involved.
You always get what you pay for, always. Dealing with people in a foreign country that you have never met and sending them money is idiotic at best.
Personally, I dont feel bad for anyone who has been ripped off this way...they either knew they were taking a chance and gambled, or, they felt they would be the exception, in the end though, they learned a lesson, albeit an expensive one.
Stop bargain basement hunting for "super dogs", if they exist, they would not be for sale. Quit buying imports from quasi legit breeders, buy from people who have a reputation to lose if they screw up, those who have bred and sold dogs to hundreds of people over the years.
I would not have a problem with sending money to Duke1965 for a dog, even though I have never met the man, but, he does have a reputation and he has been in business a long time.
There are many breeders here, in the USA that breed outstanding dogs, no, not for that bargain price, but, again, you get what you pay for.
I posted this maybe 2 weeks a go about another person who got scammed. The best way to avoid being scammed is to actually fly there yourself and make sure you are getting the right dog.

do your homework, ask experiences, google the kennelname and breedername, put the works in before you send money,

agree with duke - look up the dogs, ensure that kennels that you are interested in are registered, ask questions and see if they can connect you with someone who has recently purchased a puppy from them in the country you are located in. Most of the CR kennels are registered with CMKU (www.cmku.cz) that will provide additional comfort as you are researching. Can't speak for Siberia, but there are lot of experiences that people have posted on the forum that you can read.

PDB has a scams/ripoff report forum. Search it. Be aware of similar spellings/misspellings that can indicate either same or different kennels.

Ask about particular kennels/breeders/sellers on PDB forums. There are many really, really good ones, and people here are very helpful and patient (thanks, guys :-)
Small suggestions:
Contact PayPal directly and see if there is a way for them to *escrow* the payment with them pending receipt of the dog. This is not the same as a broker, seller, etc. escrowing (signs of scams)
Check with your cc issuer for the same.
If you're worried about later scam/identity theft/wrongful use of your cc, some issuers have one-time-use-only codes that can be used for online/international transactions. You get these from your cc issuer. Some charge for this, others do not.
If in doubt about a breeder/seller/kennel/etc., even after doing your homework, pass and keep looking.
