At one time the most titled dog in the entire world was a dog rejected by 3, 4 owners who said he was incorrigible and should be put down. He was "rescued" by a young male college student who had the talent of being able to read dogs' body language. In less that 4 years that dog had UD's, tracking titles, Int Championhips, etc, etc in many different countries. I've forgotten how many titles he earned, a lot. I don't think his record was ever bested and may still stand today. Not a GSD, but that doesn't matter.
