Get a long wand cattle prod.. tractor Supply sells them.  Carry it when you walk your dog in this place and USE it on the white dog.  It will not kill the dog and it won't leave a mark but believe me, the dog will NEVER bother you again after getting nailed with it, even if off leash.  Fact is, the dog may see you and head for the hills which is not your concern.  Your concern is the safety of your dog.

Electric shock terrifies most dogs and I have never had a dog openly challenge electric shock such as a cattle prod delivers.

You're not the first person to mention this. Of course, living in NYC, I won't find too many Cattle Prods, but I'll search online.

BTW if you dog has a weak nerve, it will manifest over many different things, not just with respect to dogs.  It will show as avoidance/diversionary behavior in stressful situations (sniffing the ground, circling, licking  lips, yawning, turning head to one side, looking away and whimpering and so forth).   A dog with a weak nerve lacks confidence in new situations or stressful situations. 

A dog with a weak nerve may also involve itself in obsessive, nevous behaviors with you such as quicly and repeatedly licking you, nuzzling you, circling you or spinning, and so forth when stressed (including if you raise your voice or offer any sort of threatening body posture). 

As your dog matures you will see it, if it is a problem.

A photograph or video tape is evidence, and injuries are actionable.
Use of a cattle prod is also actionable I expect in you state.
I'm sure the owner of the white dog, which is not a GSD also knows this, if he doesn't remind him.

Of course I know better. I would never do anything as drastic. I wouldn't hurt the dog. I'm a dog lover :)
It's the owners that need a cow prod.

I've decided to seek out the owner, and have a word with him about how he's endangering the safety of my dog, and possibly others. I'll offer him a chance to always keep his dog leashed, or I'll have to report him.

That's probably the smartest way to approach him.

IT is a civil way to control an uncontrollable dog... WHEN other methods cannot be used.


  Actually , AC will tell people who live where dogs run loose and the owners do not obey the LEASH law , a cattle prode is same as the ELECTRIC collar we use to train our gsd, police dogs, trial dogs, and Water Retrievers for years ..

Rose,
I remember the first ones ever sold.
They are designed for the thick hide of livestock, not a dog.

Yeah, I'd shove one up some ones ass in a heartbeat.

I've always had a kind spot in my heart for you Rose, but if you think this is an appropriate means of handling a dog I'm beginning to rethink my high opinion of you a little.

That is no way to deal with a problem dog.
No wonder I stopped posting my training thoughts here.
I have never seen any of the professional trainers I know use a cattle prod period.

you are correct, it is not the dogs fault, the owner has full responsibility for his animal at all times.
I just hope he's not the asshole that I imagine him to be.

I just logged on and the answer to your question was YES>.the minute I saw her pedigree I knew

The reason is    I have REX, who has some of the same dogs in his pedigree.

Rex is a LONG STORY, never been told, and came from Dallas.  THE first 1 yrs of his life, he was chained  on a 5ft chain in the back yard of a MANSION , owned by Hoang's Family

THE mansion had backyard gardens to fit a KING>  BUT Rex was not allowed to set one or four of his feet on it or in it.

THE realtor who had is listed saw REX, IN THE  chained position every time she went there. NO water , no food bowl..Owners did not speak English, house was for sale.

One day she couldn't take it anylonger and she called Col. Rich****() , former K9 OFFICER of Mesquite PD, now an investigator and owner of 3 of my gsd., on the phone as he lived behind this subdivision.  HE came immediately, called me and said DO you want this beautiful dark pigmented gsd we just found chained.?  I said , why?

He said the owner was either going to sell this male to him or he was mandating the Judge to order the dog removed from their care/
In less than 4 hours I was in Dallas and Rex was mine.  Beautiful Arminius dog, that didn't know one command, didn't know how to play ball, didn't know how to follow on a lead, but he knew LOVE

He was not timid, he was just not a dog . HE was a piece of property on a chain.

THE man didn't even say GOOD BYE to REX.   It took me a year to get REX TO EVEN  chase a ball..SO to this day , he is not interested in any balls, has no play drive except with me and my hands and my feet.

HE will never have the get up and GO I bred, but I had his hips done and he will never leave my side. He is the REX. that Texas Peg took to Longview and he was not gonna stay with her after I visited him that day a year ago.  HE lives in my home, will not stay outside, longer than 2 hours playing with the females which he does love. HE is not dominate with any female infact , they run him off from his own food bowl...

SO DOES that TELL YOU WHY I KNEW..WHEN I SAW THE  same dogs in your dogs pedigree I had a suspicion.

Just enjoy her , and when you get ready for another gsd, consult with some mentors before you buy another.
