Thank you so much for having HS check on the dog GSDPack. If I would have had more particulars I would have . If nothing else at least they will see to it that he is being cared for and possibly even have her bring him in to their vet at a lower cost if that is the issue with her.

So it is known exactly where he is then?

It is good that the HS have checked in and that she knows she is on their radar. MAybe she might be more open to getting him helped properly now.

Perhaps once a week someone can arrange for AC to do
a well being check on the dog until a resolution is reached
as far as his medical issues.

Once again Mellmell, people have extended several offers to
help you in many different ways. Put aside your issues with the
breeder of your dog and check your pride and ego, and take 
some of these people up on their offers. Worry about your refund
or whatever it is you are seeking from Joan once the dog is
taken care, afterall, you have had more than ample time to seek
legal recourse and have yet to do so.
