I know. Give him or her a bath with dawn. The dish soap yes. Use dawn it will help get what ever it is off. I think so at least.. it helped our puppy.Teeth Smile

rangersarge, if the fellow's pup has a foreign substance on it, like oil or tar, then the Dawn dish liquid would do the trick, but in this case, chances are that's not the issue...and dish liquid will strip the natural oils from the coat and skin [that's why it's part of the mixture that's most effective in getting rid of the stench when a dog gets skunked--it cuts the oil in the spray so it can be rinsed away].

Is this dog living inside or a kennel?
If in a kennel, patio or yard, when do you clean it, what disinfectant do you use?
How often to you brush this dog, do you use a shedding rake?
How often is the dog bathed and what shampoo are you using?

Ace et al, .have the dog skin tested, it is the ONLY way to know what is going on. Otherwise you will spend tons more money and the rest of the dog's life feeding it different food, supplements,  using different shampoos. If this if an allergic dog, none of those things will ever help long term unless you get  very, very lucky and stumble on the allergen by accident and are able to elimnate it from the dog's environment - that rarely happens.. GSD's are very prone to allergies, 2 of my 4 GSD's had allergies and needed to be treated by a veterinary dermatologist, The average GP vet doesn't do a good job with allergies. They only treat them symptomatically with steroids and fatty acids.  Without skin testing one will never identify the culprits. It's no different than trying to determine if your dog has HD by watching him walk or run or how he sits. The veterinary dermatologist knows which common allergens to test for based on where one lives, the time of year, and the dog's environment.  Most of the time it's pollens and molds, common in all environments so they cannot be avoided.

He stays in a kennel. It is washed twice a day. Morning with cypermethrin and evening with water. I use cypermethrin because it is fly season in India. I groom him everyday with steel comb and slicker brush on tail and trousers. His ears are also cleaned once in 2 weeks with Epiotic solution. He goes for 4 km walk on one day and the other day ball retrieving. He does not sleep in ac the only exception is when it is very hot. Water is changed two times. The vessel is washed with dish cleaner liquid and rinsed thoroughly. His stools are solid. The coat shines. But only headache is that itching.

It is very difficult to find a gud vet in India. Forget about vet specialised in dermatology. The only vet i have is who has done his masters in vet surgery. But he is competent in that. So i can kiss gud bye to skin scrapings or sensitisation or allergy test.

Vet science in india is very backward. Humans only dont have proper facilities for gud treatment. How can we expect animals to get something better

Initially when i suspected bacterial and fungal infection i used 
Ketochlor
Then vet gave Allermyl
Then no results so i bathed him with oatmeal based shampoo - episoothe
All these products are from virbac
 
Now i purchased isle of dogs shampoo and conditioner. Not tried.
 
I gave him bathe one month back with episoothe
