Yep, sometimes it works. Sometime it very definitely doesn't. Dogs are a crap shoot. Even when breeders very carefully select and pair dogs and 'lines' to perpetuate, e.g., working abilities, this may increase your chances proportionally of getting dogs good for the purpose(s) you are aiming at - but you can bet the litter will also be quite likely to include at least one pup who is a useless worker. But s/he may very well turn out perfect for some other role, eg Assistance Dog, provided that is spotted and s/he is given the opportunity.
