Western is correct of what the PDB can accept for USA bred dogs. 

OFA is for testing on USA dogs, yes there are some Penn-hip testing results on the PDB but most also have OFA for hips. 

The foreign dogs are tested by other labs in their countries but they were not bred in the USA.

Their results are checked by Fantom who finds the dog on the SV database.

There are imported foreign dogs on the PDB that were tested in their country and also in the USA by OFA. 

Not just hips but find a breeder willing to publicly admit their lines/dogs have any real problems, health, confirmation, temperament. I get it that many serious breeders put ALOT into their breeding programs but if we really cared about the breed as a whole then wouldn't it make sense to admit when there's a problem and try to get rid of it?

I have known a lot of breeders who discussed issues in their "line", including a 2x ASL Grand Victor, whose breeder/owner told anyone/everyone right up front that the dogs elbows would not OFA. so I guess what I'm saying is don't lump all breeders together.

the SV requires all breeding to be certified. don't think it will ever be better than that and it still ain't perfect.

in the U.S. it is voluntary, so the buyer needs to do careful research, but honestly HD comes from so many different directions that I doubt it is ever completely eradicated in the GSD.

one breeder once told me, you dont have to talk about problems in your dogs, other people will do that for you LOL
