puppy dog foods rfanges from 28% to 38% crude protein accdg. to brands which is a big difference.  Is 28 too low and 38 too high?, and what are the benefits and disadvantages between these protein levels.  thanks

Protein levels in a kibble are questionable - it all depends where does the protein come from - i.e. is it a plant based protein or meat based protein??
Good idea whether it is more plant or meat based protein will be given in the first 6 ingredients of the particular dry kibble.
28% is not low, 38 is not too high.....it all depends what level your puppy can tolerate. I prefer giving my dog higher level (30%+) meat based protein.

Pay attention to calcium and phosphorus levels - theoretically best levels are 1:1 and should be anywhere from 1% to 1.8%

thanks vukc, I am looking at blue buffalo puppy.  And they have these ranges of crude protein in their puppy food, and it seems that all of their feeds have meat as basic engridients.
