I have never taught this. I've always had the dog go behind me for the finish. However, I have a dog that seems to naturally like to pivot (ex: at the door she pivots her hind end to get out of my way). My idea is to teach her the military flip for the heel, since she seems like a good dog to try it with.

However, while researching how to train this ... all I am coming across are videos of people who do AKC rally and they train this by using a platform or a stool. I can't believe that this is the only way to teach it. Anyone have a good explanation for how they teach this? Thanks!

One of the very best training tools I've come across are 2 videos that Alpine K9 has for sale on the website. He has 1 on theory, and one on hands on practical training that demonstrates and explains military turns, and other obedience things. Well worth the money to invest in them.

Here is one method:

I personally teach the dog to use his rear end first (easier said than done with some dogs). Check out you-tube for perch work. Then I teach the heel position from a sit in front of me (and slightly to my left). I lure the dog back and around as I take one step back with my left leg. Then I step back up as I bring the dog forward, theorectically into perffect position. Release/reward.

The perch work also helps make very nice left turns. I will admit my current male was very difficult (my TD will tell you it was me, not the dog). But my 2 "stay at home" dogs learned it much quicker.

If you teach the dog to back heel using leash pressure, teaching the flip finish is pretty easy.
From a finish position, you make a 90 degree turn to your left, give the heel command, along with the same sort of leash pressure you use for the back heel.
The dog backs into position.

Once the dog can do that without the leash help, then you start with the sit at front, and begin the process the same way.  Heel command, pressure, the dog backs around and into position.

Fast reward when the dog is in position builds speed and flash.
