Do you let your pup and the other dog run a lot together? Where are they at when you're gone, sleeping, etc.? How much 1 on 1 does the pup get? How did you teach the recall? What is his reward?

my impression , assuming the 6 month pup always loved to get in the van, assuming you have developed the proper relationship with the 6 month pup, assuming that the dog does want to be with you : the second talk is talking to the 6 month old dog -  most likely claiming seniority/ rank  in that van ... my impression [ not being there] is that the 6 month pup is not so much not listening to you but it's thoughts and feelings are over ridden by what it is thinking and feeling to the other dog and to the other dog already being in the vehicle. i feel the dog wants to get in the van , that is why it circles but it's thought / feeling about getting in , prevents the action ..
i have seen this my dogs at times .. and i have to let the older dog[s] to mind it's place .. i give it something to do , such as "down " and then i attentd to the lesser pack dog.  this is the way dogs think .. control of resources , whether that be you , food , sleeping areas , home lawn/territory etc etc.   the way i would handle that , keep the second dog out of the context , load the 6 month pup in the van first then the other dog .. and make them both behave.. sometimes there lies differences in dynamics with multiple dogs ... i have 11 GSDs .. i have to teach the others that are more domineering that  :when it comes to some of the other pack membetrs " i don't care , what i say goes- i tell you when to get in the vehicle or not , whewre to go in the vehicle , and i remind them .. tyhe vehicle is my vehicle not thiers .. all resources belong to me . the rank may be theirs , but i lead !! , mind your place because you dog [s] are subordinate to me or anyone else in the household , family or very close friends!"
again .. make the older mind and setr up the situation to m ake it easy for the 6 month to load in the vehicle , even if that means for you to keep the older dog out of sight for a moment at first.
