My GSD is a W/L almost 13 weeks old female with lots of drive, nerves, energy, she is fearless and really obedient as a 13 weeks old can be.  Really easy to train, she is smart girl.
I am taking her everywhere I can so she can be in contact with whatever she could meet in the future so she stay fearless and calm in any situation.  I also have a 3 yo Boxer.  They play together but she always have a look at me during playtime so if I'm too far from her, she stop playing with the boxer and she run to me, sitting right in front of me, waiting for some command word.  I also have 3 kids.  She loves kids, mine as well as other kids.  She loves people as well.
The problem is : other dogs.  When she sees other dogs, she wants to "eat them".  She is really mad with other dogs.  And we see many different dogs every day.  Small, big,...  The only dog she can stand is my Boxer.  She is only 13 weeks and she don't mind what size the dog near her is, she will try to dominate it...with success up to now.
What can I do about it ?  As I wish to train her as a SAR dog, she is suppose to be social with other dogs, at least tolerate them, or ignore them I don't care, but for now, I am far from the "social with other dogs".  She is aggressive toward other dogs.

You need to correct her.  Watch her closely and when she gives that "look" you have to correct and redirect.  Good thing is that you can do this everyday to work on it.  Your timing has to be spot on.

Do you think she's too young for a chocker ?  I've been said to wait till she's at least 16 weeks by some (and to never use it by others) ?

She doesn't need a choker.  You are letting her make her own decisions....   When you see another dog, walk away from her and say "hier" similtaneous correction on the buckle collar.  Be neutral.  Give her a choice...bark at the dog and get a correction or come to me and get praised.  If you can keep her on a loose line, the problem will go a way.  The dog does not have a problem...it is just management and handling.  Where are you located?

Canada, province of Quebec.  By the time I am getting over it.  2 days ago, we were in a park.  A dog came nearby.  I instantly recall my pup.  She didn't care about the other dog and only paid attention to my commands.  Hope that's not only because it was a Shitsu and my dog thought it was some king of squirrel...
