If you look at our society you see it is based on fear, punishment and obedience to control the the masses regardless of their welfare for the benefit of a few. This way of thinking is exactly what the advocates of fear based training apply to their dogs, They use fear to control their animals, as they learnt in the human world, to their benefit regardless of the welfare of the dog. Another regulation/law will not change a lot I guess. Dogs have no concept of obedience, following commands and orders like stupid soldiers or other servants of the system do through brainwash. Education is the key, people have to learn to respect our animals and the their understanding of things, but before they can do that they have to learn to understand themselves.
I do not use e-collars and have also stopped using prong collars and my dogs are doing well, what other people think, even judges at a competition, is drifting more and more in the background and becomes less important to me.
