4 Yorkies "running in a park" is far different than a PACK OF DOGS, ie, dogs who continually run together with no supervision. While a pack of unsupervised Yorkies may not be able to reach a man in a wheelchair, I doubt they'd behave much differently than any other breed if left to fend for themselves for any length of time and had formed a pack.

Apparently the majority of Pitbull owners are idiots .. because the breed is not inherently more dangerous but they can do a lot of damage when they are left to do whatever they want.  PitBulls are banned in many towns and cities now and the vets won't even see them as patients in some cases.  Now many towns and cities have a list of banned or restricted breeds.  The PitBulls are the lightning rod in the present day but sooner or later all large breed owners will get burned by these attacks and in this case murder.  Rottweilers and Dobermans have also made some of the "dangerous dog" lists in some cities.  It would be ironic if the reputation of the AKC German Shepherd as a docile dog saved the GSD from the same fate in the USA.  The police are using fewer GSD so that may also work in favor of the GSD as police dogs are usually seen as vicious and aggressive by the public.  Go to a local county or state animal shelter (ASPCA too) and see what breeds of dogs are the majority .. all I see in most cases has been Pitbulls, Pitbull mixes, and the ASPCA favorite Staffordshire Terrier (AKA Pitbull).  The shelter populations probably represent what is running loose on the streets.

I think breed is only important as far as size and strength go and in that case there are a lot of them that fall under a "dangerous" catagory.  When I grew up there was a husky that led a doberman and a various mix of lab mixed type dogs.  They killed sheep, they terrorized people.  They were shot one by one in a rural community.  They never killed anybody, but then who knows if they had an easy target like an 80 year old diabetic in a wheel chair to attack.  They certainly didn't have a lack of effort to hurt people.

Back in the 60's, 50's and before, when a pack of dog was out of control it was not uncommon for someone to shoot them. This was just the common sense way the problem was taken care of. Now if someone shoots a dog they could be brought up on animal credulity charges. No wonder there are packs of dangerous dogs roaming our cities and country sides. Once again unintended consequences of our laws have made a horrible mess of things.

The dangerous dog laws are on the books and it will be impossible to remove them.  The best hope for Pitbulls is an alien invasion with the pitbull saving us all from the aliens by eating the aliens and pooping out large diamonds.  The Pitbull is toast and a political third rail, the question is which breeds will they take with them.  In many areas it is illegal to own a Pitbull or take it to the vet even.

I see where your coming from, PitBull first, then Rottie, then Dobie........eventually it will be the mini poodle and yorkie.

Gun totting dog hunters isn't the solution for Baltimore or New York either as they have plenty of armed hunters already roaming the streets.  You can shoot a dog threatening property or life outside most municipal city limits but guns and the city streets won't cut it for dog control .. thus the bans of dangerous dogs.  If they are banned the dog catchers can kill or capture on sight.

Probably any dog over 35-40 pounds is a target for dangerous dog laws if the deaths and attacks start to be reported for other breeds in reality or perception.  Every time I see "dog kills grandma" I say please don't be a German Shepherd.  If a Shih tzu weighed 40 pounds it could kill an elephant.

Breed specific legislation is a terrible thing, but let's put the blame where it belongs - on irresponsible owners who let their dogs roam free. It's easier to ban specific breeds than it is to enforce the existing laws that forbid dogs from running at large.

Pitbulls get a lot of press and they are doing most of the attacking and mauling so in some cases breed specific legislation is cheaper than rounding up the Yorkies and Miniature poodles that may be running loose but are not going to eat the children.
