Ive seen runners installed only 6 to 12" above the ground, and would think that the worst that could happen is that the dog run around someone a few times and manage to trip them.

I agree its is a TEMPORARY solution while a real fix is created.

DenWolf, a big teenage girl, the owner's daughter, was FEEDING the dog...the dog was excited, ran around the human teenager, wrapped the cable around the human girl's neck, broke the human's neck....the attendant human teenager was KILLED on the spot while attending the dog on the cable runner. 

It was not the dog that was killed, it was the human tending to the dog, who happened to be the man's daughter........

This is not an isolated incident.....people are injured by the dog on a runner frequently. Runners are not safe for the human's walking into the dogs space if the dog happens to be active.....most dogs tied out are compulsive circlers.

Sm, the dog ran around the girl and broke the girl's neck....that's not just "tripping them". But y'all can recommend things like this and theorize all you want as to the "worst that can happen" . The worst that can happen is what HAS happened and  Will happen again....that dog was not on the cable permanently either....he was loose while working, I saw the very dog when I was at the man's place doing some team roping. The dog that accidentally killed Jack's daughter was there working steers and was pointed out to me. 

Experience is a thousand times more accurate than guessing what "the worst that can happen" might be.

Plus, tell me how you figure a stinking cable ten or twelve feet in the air is going just trip a person? The dog runs around the person and it hits their neck, the dog takes the slack out of the cable and SNAP!!  Human has a broken neck.

But I guess you know better than reality.

Hot wire with fence charger is safe and effective in TEACHING the dog not to jump.....

joanro - if the runner was high, that can easily happen.. i'm not questioning you. if the runner is very low, the likelyhood is much, less.

this person needs a quick fix, until a premanent fix can be completed. IMO its a quick fix.

Fine. Put the cable down lower than its supposed to be, and they can have a quick injured dog along with the "quick fix". A cable runner is junk yard equipment and not a fix but a liability. But what ever...

I am sure Paul will clarify, but I BELIEVE he is seeking ideas and suggestions on containment methods for his unique situation.

I could continue this "point-counterpoint" arguement for the rest of today, to the exclusion of all-else, and compile enough examples of freak accidents and horrible ways to die to create a hit TV show, but this is not really helpful to him.

An electric fence charger hooked to a thin aluminum wire a foot off the ground strung thru PVC pipes or plastic posts is ONE possible idea to keep the dog away from the perimeter so that it cannot get close enough to JUMP the existing fence. This method happens to be against many local codes.. so very likely is NOT an option for him.

He will have to check with his local zoning people before investing time and money.

ANY contained/confined animal presents  a potential hazard to a person.. barriers create issues in animals.. be it fences, cables, chains, leashes, kennels, etc... I imagine Paul is a responsible adult who will research whichever solution he chooses..

That fence ( picture in a post above)  may kill your dog!!!!!!!!!!!. The horizontal vires are dangerous. Dog will puts the foot between the wires and as he jumps on the other side the wires will garrote around its leg and he will hang there until dead or freed by human. The same happen  if the fence is a cheep 4x4 fence. You can see deer to die that way by the highway where his leg gets caught between 2  horizontal wires. and when he jumps over his leg gets garroted between the two wires.  Also if the dog is on the chain he will jump the fence and hang himself. Any restrain of dog is potentially dangerous and may kill your dog. There are 1000s of ways this may happen, so be very careful.  2 horizontal wires  or bars or large eyed fence where the dog can put his paw through are the most dangerous!

I have seen an owner who chained a dog on a chain long enough  so if he would jump over the fence he would not hang himself. Well the dog jumped back and forth few time and hang himself anyway.  Chaining up a dog is VERY DANGEROUS.  IF ANYTHING AROUND THEY MANAGE HANG THEMSELVES ON IT. Jumping over tree branch above the dog what ever. Please be careful.

Mark this day on the calender...prager I agree with   You ^^^^. Cable runners are just as dangerous...Anyway a dog is tied out, regardless of method, can be deadly and is eventually going to end in tragedy.
