Again my point... conversing in categoricals !! every thing depends on the relationship with your dog ... civil .. non -civil ..[ and each's definitions  there-of ].  ... shouldn't matter .. what does matter is : what was taught , how it was taught , the personality of the owne r[and experience] and the temperament of the dog as they all rerlate to the Relationship .. ..  !! i have trained some of my dogs to alway always wait for me to signal , either verbally or non-verbally !! anything can be a stimulus for a dog ..a point to the nose , a sniffle , a click of my ton gue  a tap  to my cheek .. anything is a stimulus ..  then again---  i have trained some dogs to ACT without any .. and i mean any stimulus from me.. i.e. -i trained  an Automatic / conditioned response in academic terminology .  i had one personal protection dog .. at the mere pointing of a gun at me he was trained to without thought to apprehend .. Why ?? because if anyone pulls a gun out of jacket or holster there is implied intent that it is going to be used.. now this same dog was taught other contexts .. a handshake is fine .. someone giving a friendly greeting and pat again fine .. someone swinging their hand at me .. he is to act. - now if you have a dog high in rank , high in agression , high in harndess .. genetically bent to be watchful and protective [ e.g an akita does not need training to be defensive ,not does an caucasian orvcharka , used by KGB ,  it is quite intstinctive to be defensive in behavior ] these dogs should ALWAYS be taught to NEVER  never ever do anything until told ..[ doesn't matter if you call these dogs civil or not !!] they are wehat they are !!... in protection work a canine should never never respond unless told to do so OR you have preconditioned that dog to respond a certain way !! Novice believe me .. take note .. a real note !! So ... lets be a little civil here [ polite that is ] and cut people a little slack for different outlooks ... and different defintions .

I hear you and can agree with most if not all of that last block. Of course there's going to be different outlooks and different definitions, But if an individual is asking a question wrong or a question in the wrong context then we are off line before we even get started. Only because of the original OP. And yes we are all novices at one time but IMO it depends on the individual, what type of person that individual is, what type of dog or dogs they have, what they want to do or have the dog be. There's a big difference in my eyes between a novice and a person who doesn't even have a dog let alone a GSD. There's a big difference in my eyes between a novice and the person who thinks every "working Line GSD' is a "working" dog. There's a big difference in my eyes to a novice and an OP asking if unknown dog XXXXX would make a great patrol dog. To me, I want to bring something to the table And take something away from it. It's a little frustrating at times to see individuals throw topics out there like dust in the wind. And for what reason(s)? especially when they don't even have a dog? Now if the questions pertained to possibly buying, researching a dog or dogs that's a different story. Have the OP get their feet wet, get a taste and see things first hand. Raising a pet, raising a dog, raising a GSD, show/work, training to some extent the GSD. But to come on, ask a question, with a possible wrong definition but accept hey it was the wrong concept/wrong lingo and not to think or portray the commentors are in the wrong. It's hard not to do it because it's human nature but to sit there and what if till you're blue in the face or toss out scenarios that could never happen or are very unlikely to happen and then be upset because someone else righted that wrong? When you have some time just run down the list of threads and take a look at the topics.Then get an "idea" of what type of owner or trainer they are. Maybe even determine if they have a dog or not. Yes we all need to learn and hopefully bring something to the table.
