They Should keep him in the same conditions he made those helpless animal live in, for the duration of his internment.

No vet works alone so yes didn't any of the other staff members clean out the cages and give those poor animals the care and basic love and attention they required? ~ Shame on them all.
Why did the other staff not address the issue of neglected animals.
When I am working I always make sure that all animals receive the nessecary attention and remind vets all day about an animal that has special needs.
If needed I will remove an animal from its cage and plonk it in front of the vet if that is what it takes.
