This is a 4.5 week old pup do you think he is a coat. He has a clean face but he dose have a wave to the ears and on the back of his neck.

Earlier pics, 2-3 weeks are easiest for me to tell. Then they look normal until about 5-6 weeks...then they start getting fluffier in my experience w/the coats I've had...which is only a few, 4 in total. But my mentor taught me the 3 week trick (said "their eyes look small) and then I realized I could tell at 2 weeks, just days after they open their eyes who was going to be coated. So far, so good...accurate. 

I don't see this pup as being coated, regardless. I had a Czech puppy who was so fuzzy I was sure she was going to be a coat (many years ago) but she ended up having the closest, tightest coat of the whole litter.

He doesn't appear to be "Coated" to me either...Has his parents produced any "Coats" before or are they "Coated"?

I think there's levels of coats...I think of it as:
*Stock Coats
*Plush Coats
*Coated

It seems that with these 3 levels of Coats there are Sub-divisions of each...Our German Shepherds have many different coats and types of coats...I think we also need to look at what's Genetic and what's Environmental...
Weather and Foods have a large affect on what and how their coats appear...

I think that is absolutely true, in my country German Shepherds Coats get shorter after living here for a few month
