Why don´t we just be honest instead of blaming single countries?
As soon as the German Shepherd became "famous" breeders started to ruin the breed. They started breeding for the pet market instead of breading for working abilities.
There might be some countries where people are still looking for working dogs only, not for pets - I think about emerging countries, where dogs are fed only in case they are "useful", not because they are "cute".

Susie, pet peeve, you do this a lot; type breading instead of breeding, don't make me e-slap you.

unless it is a clever play on words where people breed to put bread on the table as in a puppy mill, then breading is so totally on point.
